B-BBEE CONSULTING ASSISTANT: Summary of The Agri B-BBEE (Broad-Based Black Economic Empowerment)



The Agri B-BBEE (Broad-Based Black Economic Empowerment) scorecard is a tool used in the agricultural sector in South Africa to assess the level of transformation and empowerment achieved by agricultural enterprises. The scorecard consists of various elements that measure different aspects of empowerment. Here is a summary of the key elements of the Agri B-BBEE scorecard:

  1. Ownership and Equity: This element measures the extent of Black ownership and equity in agricultural enterprises. It assesses the percentage of shares and economic interest held by Black individuals or entities, including direct and indirect ownership.

  2. Management Control: This element focuses on the representation of Black individuals in top management positions within agricultural enterprises. It measures the percentage of Black executives, senior managers, and board members.

  3. Employment Equity: This element evaluates the company's efforts to achieve fair representation of Black employees across different job levels and occupational categories within the agricultural sector.

  4. Skills Development: This element assesses the investment made by agricultural enterprises in the training and development of Black employees. It measures the expenditure on skills development programs, internships, bursaries, and learnerships for Black individuals.

  5. Enterprise and Supplier Development: This element promotes the support and development of Black-owned agricultural enterprises and suppliers. It measures the procurement from and support provided to Black-owned enterprises, including mentoring, access to finance, and supplier development programs.

  6. Socio-Economic Development: This element focuses on the contribution of agricultural enterprises to socio-economic development in rural and disadvantaged communities. It measures the investment made in initiatives such as education, healthcare, infrastructure development, and job creation in these communities.

  7. Land Reform and Restitution: This element addresses the transformation of land ownership and redistribution in the agricultural sector. It encourages agricultural enterprises to actively participate in land reform initiatives and contribute to the sustainable development of land redistributed to Black beneficiaries.

Each of these elements is assigned a specific weight, and agricultural enterprises are evaluated based on their performance in each area. The scores obtained in each element are combined to calculate an overall B-BBEE score. Higher scores indicate a higher level of empowerment and compliance with the Agri B-BBEE requirements.


The Agri B-BBEE scorecard aims to drive economic transformation, enhance representation, and create opportunities for Black individuals and businesses in the agricultural sector. It provides a framework for measuring and improving empowerment efforts within the industry.
