Upcoming Changes in Learnerships and Qualifications


Businesses across South Africa are on the verge of significant changes in the realm of learnerships and part qualifications.


The alterations, set to roll out imminently, pertain to the phasing out of pre-2009 qualifications and unit standards that are still in use today. This deregistration process renders these qualifications ineligible for accreditation, marking a pivotal juncture for companies reliant on them for compliance and skills development initiatives.


Central to these changes is the transition from the prevailing unit standard system to a curriculum-based framework under the Quality Council for Trades and Occupations (QCTO). Consequently, all existing qualifications and training programs accredited with Sector Education and Training Authorities (SETAs) will necessitate reevaluation and realignment with the QCTO standards.


It's paramount for businesses to understand that after June 30 of this year, accreditation for unit standards will cease, rendering them obsolete. Moreover, any learnerships or part qualifications initiated after June 2024 must adhere to QCTO accreditation standards, a process that typically spans a year.


Despite the looming changes, there appears to be a lack of awareness within the business community. Many companies are unwittingly proceeding with their Workplace Skills Plans, oblivious to the impending shift. This oversight could lead to operational disruptions and compliance issues down the line.


In light of these developments, HR Managers and Training Managers are urged to take proactive steps in familiarizing themselves with the evolving landscape. Relying solely on training providers for guidance might prove inadequate, given the potential repercussions of non-compliance in the B-BBEE field.


To mitigate risks and navigate the transition smoothly, it's crucial for businesses to heed the directives outlined by the QCTO. Compliance with registration, enrollment, and achievement deadlines is imperative to ensure continuity in your training programs.
